I am wondering if you can deglaze a cylinder without changing rings?

In regard to the 928 engine, you need to remember the block is aluminum. If the corrosion has eaten into the hard cylinder wall surface you may have sealing and wear issues.

Block is Alusil not exactly aluminum, BrendanC I believe had a block lapped, but I don't know the piston or ring size consequences, but he does, ask him.
